Applications are solicited for the position of Finance Assistant/Program Officer at the Joint Vienna Institute (JVI), Vienna, Austria. The JVI—an international organization—is a regional training center created in 1992 by Austria, the International Monetary Fund, and several other international organizations. The JVI’s objective is to train public sector officials from countries in Central, Eastern and Southeastern Europe, the Caucasus, Central Asia, Iran, and Türkiye. Drawing on its long-standing partnerships and the expertise of its member organizations, the JVI offers a unique set of courses and workshops, mostly in the area of economics.

This hybrid post (with an approximate split in duties of 50% for each role) encompasses a wide range of responsibilities and offers excellent potential for personal and professional growth.


In the capacity of Finance Assistant (FA), the successful candidate will be under the general supervision of the Finance Manager. The FA is responsible for a broad range of tasks, such as:

  • Preparation and handling of regular accounting entries (including preparations for the VAT reimbursements)
  • Handling incoming and outgoing invoices
  • Preparing bank payments
  • Bank withdrawals and petty cash payments
  • Assisting the Finance Manager with the month-end closures
  • Backing up the Senior Finance Officer
  • Administrative and other ad-hoc tasks

In the capacity of Program Officer (PO), the successful candidate will be under the general supervision of the Chief of Administration. The PO is responsible for handling administrative functions related to JVI training courses for both face-to-face and virtual training events. This comprises close liaison with partner organizations. Key duties include:

  • Initiating, coordinating, and implementing induction arrangements for JVI participants related to travel, visa support, accommodation, and post-arrival procedures, including health insurance
  • Coordinating and working closely with other JVI staff as part of course teams, ensuring the dissemination of relevant information for the smooth functioning of assigned courses
  • Organizing high-level events such as public lectures or conferences, as well as periodic JVI staff activities
  • Backing up colleagues during absences

Other tasks may be assigned for both roles, as needed.

Qualifications/Requirements

  • A university degree or equivalent professional training
  • Basic knowledge of accounting and an interest in financial management
  • Strong analytical skills and attention to detail
  • First-rate project management, communication, and diplomatic skills
  • Excellent organizational and interpersonal skills, a proven record of working closely with people, and sensitivity towards people from different cultures
  • The ability to work independently but also as part of a dedicated, professional team
  • Fluency in English and German. A working knowledge of Russian would be an asset
  • Preferably at least 2-3 years of relevant experience, especially in an international organization or environment
  • Proficiency in MS Office 365, especially in Excel
